California Utility Assistance Programs for Low-Income Households (CARE, FERA, ESA)

If you're a California resident struggling with high energy bills, there are several income-qualified assistance programs that can help, even beyond those run by the California Department of Community Services and Development (CSD).

Here are three major utility discount and support programs you may qualify for:

1. California Alternate Rates for Energy (CARE)

The CARE program offers significant discounts of 30–35% on electric bills and up to 20% off natural gas bills for eligible low-income households.

  • Who Qualifies: Low-income customers based on household income and size.

  • How It Helps: Substantial monthly bill savings.

  • Next Step: Contact your utility provider or visit their website to apply.

If you could use a little extra help, see what benefits you can claim here.

2. Family Electric Rate Assistance Program (FERA)

For families whose income is just above the CARE limits, FERA provides an 18% discount on electricity bills by billing a portion of your usage at a lower rate.

3. Energy Savings Assistance Program (ESA)

The ESA Program provides free weatherization services to improve energy efficiency and lower your monthly utility costs.

  • What’s Included:

    • Attic insulation

    • Energy-efficient refrigerators and furnaces

    • Weatherstripping and caulking

    • Low-flow showerheads

    • Water heater blankets

    • Door and envelope repairs to reduce air leaks

  • Who Qualifies: Households that meet the same income guidelines as CARE.

How to Apply?

All three programs are available through your local electric or gas utility provider.

You can apply directly on their website or by calling customer service.
